The Skinny on "top" soil.

Topsoil is typically soil that is scraped of the top of the ground. Here in Florida topsoil is a dark brown / black soil that is screened but still keeps a little organic material in it to help keep moisture in it longer for grass to grow better.
This Project was in Spring Hill, FL. and the topsoil was used to bring the grade up between the RV sites and grow grass.
